Because people have the bad habit of using pictures paid by someone else without even asking for it ;)

So let's say someone asks for it to be used as a forum banner and gets it (re-sized so it doesn't take much space under signature), when someone finds it on some forum, "oh this is nice..." and takes it.
What then? It's been taken, with no water mark this time.

It depends you know. E.g. I make an image and, let's say, I don't really mind someone using it for free, in that case I could just walk by someone using it, even without my permission; but, 99% of times I make images for companies so they are either exclusive owners or co-owners of the copyright, which means that I can say "nevermind, it doesn't bother me" but they will most likely say "oh yes, I care very much since I paid for it and I will have it removed" or, in the worse case "Ok, he/she is stealing from me, I'll sue him/her". As long as someone can prove he/she owns the rights of a picture there's no need for watermark, legally speaking ;)

Yep, often, even I must be careful with the images I make for my clients as I'm not allowed to do almost anything with them ;)
