It depends you know. E.g. I make an image and, let's say, I don't really mind someone using it for free, in that case I could just walk by someone using it, even without my permission; but, 99% of times I make images for companies so they are either exclusive owners or co-owners of the copyright, which means that I can say "nevermind, it doesn't bother me" but they will most likely say "oh yes, I care very much since I paid for it and I will have it removed" or, in the worse case "Ok, he/she is stealing from me, I'll sue him/her". As long as someone can prove he/she owns the rights of a picture there's no need for watermark, legally speaking
